BCA President's Report
January 2008 AGM
Each year it falls to the president to give a brief summary of the previous
year's issues, challenges and accomplishments.
2007 was typical in the variety of issues that
we were involved with. We have been involved in discussions on area policing, zoning, the
proposed interprovincial Bridge, the Navan Dump, aluminum wiring concerns, and (naturally)
the municipal budget. These are on top of our usual administration of programs related to
The Community Hall , the outside rinks and the various parks in the Hamlet.
Tree Planting Challenge
The National Tree Planting Challenge was launched in
May 2007 by Ottawa Mayor, Larry O'Brien, as an initiative of the city's new Trees, Reforestation and Environmental
Enhancement (TREE) program. Every tree committed by municipalities across Canada will count towards the
United Nations Environment Programme's Plant for the Planet, Billion Tree Campaign, a worldwide initiative to
plant a billion trees.

Budget 2008 Draft
There is much concern that once again our local library and many other services
that are important to Blackburnhamlet residents are on the chopping block again. We need area residents to
make their opinions known and heard.

Ecology Ottawa
Dear Sir/Madame
I am writing on behalf of a local Ottawa environmental organization, Ecology Ottawa, to announce that we have recently launched an on-line Green Budget Petition that calls on Ottawa's City Council to keep its environmental promises and make the environment a
priority during the 2007 budget debate. We would very much appreciate any support that you can provide in helping us to spread the word about the petition among those actively involved in your association and community.
Bylaw - Municipal Trees and Natural Areas Protection By-law

Do you have a tree on your property next to the roadway in front of your
home? If so, it may be on City property . Although the exact dimensions of the City's road
allowance varies greatly the front portion of most lawns is actually city-owned . If you are
thinking about trimming or removing a tree please call 311 and ask for a visit from the Forestry
Inspector, who come to your address and verify the location of the property line and the condition
of tree. If the tree etc is on city property the city will take the appropriate action which
includes trimming or even removing the tree if it constitutues a sfatey hazard. Any tree the road
allowance, regardless of who planted it are protected by the City's Municipal Trees and Natural;
Areas Protection By-law (2006-279) There are fines that can be imposed if you remove or damage a
city tree so play it safe. For any tree that the City removes another is planted as a replacement
and the City works with residents on species selection and placement. Homeowner can choose from
a variety of trees. Inform your neighbors if you see or hear of someone who is thinking of removing
a tree. Together we can ensure the preservation of our urban forest cover!
LRT Information
My name is Stephen Fanjoy. Two years ago Rainer asked me to be a ward representative on the East-West LRT
Environmental Assessment Public Consultation Group. It has been a long journey since then, and one
much more active than I ever would have preferred. Nonetheless, much has recently been accomplished.
Some of these are reflected in the papers and projects covered in the following blogs:
Calling all of Blackburn! The summer delinquents have returned
Summer is here and the delinquents are now out doing their thing in the
community. I just received an e-mail from young Melissa Marshall, owner of
Dance Dynamics located in the mall beside Emily Carr Middle School. On
Friday, June 3rd, the night prior to the Fun Fair, her dance studio was
broken into and set on fire. If you saw anything around the dance studio
please call 230-6211 or Constable Wayne Wilson at 236-1222, ext 5054. Also,
if you or anyone you know is able to offer help this week in getting the
studio up and running please call Melissa at 834-4518.
Perhaps you read the short article on Neighbourhood Watch in the June Banar.
A short message about how effective it would be if each of us kept our eyes
and ears open and when something looks suspicious to phone into the police.
They are doing their best to protect us but do need our help.
If you see a crime in progress or you feel that yours or someone else's
personal safety is at risk, call 911. For any other emergencies you can call
230-6211. You can reach our Community Officer, Constable Wayne Wilson, at
236-1222 ext 5054 or 5047 and the City of Ottawa at 311.

Handicapped Access to Parks
As a long-time resident of Blackburn I would love to see a more accessible park built. My daughter Charlotte is 4.5 years
old and has spastic quad cerebral palsy. She is unable to walk or sit and uses a wheelchair for mobility.
We love Blackburn Hamlet for all of its greenspace but Charlotte gets frustrated with not being able to participate
in activities at the park.
I know we are not the only family in the area with children with special needs so I am sure more individuals will benefit.
I am looking forward to hearing some of your suggestings.
Hornet's Nest Car Park
How did Hornet's Nest become a car park and not a kids' park.
Mews Chevrolet is having a giant sale of cars in one of our parks!
This is not what parks are for. If you are interested in preserving green space in Blackburn Hamlet,
please contact Bruce Fanjoy at 830-7316.

The bylaw change for the Dogs in the parks was defeated. The bylaws were left as status quo.
